Should Utilities Be Turned On During a Vacancy?

When you have a vacant property, is it necessary to continue to pay for utilities before tenants take it over? We do require that property owners keep utilities on during a vacancy period. This allows us to do any maintenance work that is required to get the property ready for rental and to show the home to prospective tenants. It is the responsibility of the owner to discontinue that service on the day the new tenants move into the home so that the renters can assume responsibility for those services. We do not, however, require that the gas be turned on. Owners can disconnect gas services and allow tenants to turn them on as necessary after the move-in date.
